Increasing demands for building use, urban sprawl and soil degradation pose major challenges for settlement development. Not only is there an urgent need to reduce land consumption and make internal development more efficient, but also to create affordable and high-quality housing. Planning law and soil policy measures are necessary to achieve the goals of grassland and soil protection and to balance the conflicts of interest.

Arthur Kanonier is a spatial planner, professor for land policy and land management at the Vienna University of Technology and chairman of the Austrian Society for Spatial Planning.
